    Probably because it's hard to pinpoint a clear broken law quite like testifying a falsehood and then repealing it later on national TV. Bush tends to wiggle out of things through vague laws/regulations or denying the existence of their application towards his branch/cabinet.

    Part of me wonders if the democrats don't want to impeach him because it would PROBABLY work and then they'd have to impeach ol' Dicky too which is another long process...so then Nancy Pelosi would be President if that went through. To them, this sets up a bad precedent as it would appear that the democrats impeached the president/vice president just to get their own party in the white house and they would fear that republicans would retaliate by doing it to them once the democrats own the white house themselves.
